Offset programs have been a feature of the rapid development of the economies of the Gulf Co-operation Council countries since the late 1980’s. Initially applicable to high value defence and security sector contracts these programs were successively applied also within commercial environments including oil & gas/energy, aeronautic, aerospace, engineering, manufacturing and more recently high value skills development, technology, and production transfer opportunities. With the refinement of the appropriate regulatory frameworks, “Offset, Countertrade and Industrial Participation” are now widely accepted as a mandatory and critical feature of almost all acquisitions, projects or development initiatives and failure to align with the requirements can prove financially and politically costly.
